People are simply not buying and stabling as many horses in this current economic climate as they used to, Rolling Hills Estates has learned. Its city-subsidized municipal horse stables are in distress: "The Peter Weber Equestrian Center once had a waiting list for its 116 stalls, but the hangover from the economic recession has cut demand.
