The Department of Neighborhood Empowerment, which governs the city's 91 neighborhood councils, has been wrenched from the jaws of the Community Development Department. DONE was supposed to be folded into the CDD on July 1, but the City Council passed a motion yesterday that transfers $1.3 million from the CDD's budget back out to a restored DONE. [CD2 Policy]
