Citing the business improvement district, the Los Angeles Times says 40 percent of people living downtown own canines. The number came up in response to a story about a dog party tonight at the Cathedral of Our Lady of the Angels where 500 mutts are expected. So continues the Times' coverage of downtown dogs.
