In a letter to the governor and legislature, the state auditor had a harsh message regarding the high-speed rail authority: poor planning and a lack of funding could derail the project. The Los Angeles Times reports that auditor Elaine Howle "recommended that the authority develop alternative plans in case the system has to be scaled back." [LA Times]
