The bad news is that airport has only managed to scrape together $47 million. A proposed new bill would allow daily surcharges on car rentals, as opposed to a current flat fee, that would help pay for the remainder, reports the Los Angeles Times. The car-rental offices are spread around the vicinity of LAX, meaning roaming vans endlessly circle the airport, often with only one or two passengers. With a centralized facility, the 800,000 yearly rental van trips would practically be halved. [LA Times]
