Attention smokers: if you're running out of places to smoke, head to Monrovia, where the city council is expected tonight to keep smoking legal in its public parks. Monrovia Patch says that "All 144 Los Angeles County Parks ban smoking outright, as do Monrovia's neighboring cities," but officials feel a ban would be too restrictive and unenforceable.
