A 70-year old Calabasasian is asking for $2.4 million in damages from the city, saying he suffered "mental anguish, nervous anxiety, stroke and stroke-like symptoms" as the result of a July inspection related to "illicit discharge from unpermitted plumbing structures entering nearby creeks."
