The LA Weekly looks at the cost overruns on phase 1 of the Expo Line, and puts the blame on Rick Thorpe, CEO of the Exposition Metro Line Construction Authority and his suggested bidding process with contractors, a plan which resulted in "piecemeal negotiations," according to the paper. Bidder Flatiron/Fluor/Parsons (FFP) is now in a "highly adversarial claims process" with the Expo Authority. [LA Weekly]
