In a setback for animal-human relations, the Daily Breeze reports the Rancho Palos Verdes City Council yesterday opted not to recommend that the proposed Annenberg Foundation's $40 million animal-themed education center go forward. From the Breeze: "The decision followed recent letters to the city from federal and state officials who raised questions about whether the foundation's $40 million center would be allowed under restrictions on the former military land. 'I think the best thing is to suspend work,' said Councilman Brian Campbell, who cast the deciding vote.'" But as the Breeze points out, the Council's actions left some ambiguity because it "gave no specific direction to city staff."
