The Los Angeles Times' Bob Pool has doggedly been covering the friction between Calabasas homeowners and the city council. Following an earlier fight involving septic tanks, the latest fracas is over a proposed building code change, rules that would force new permits for installation/repair of electrical and plumbing devices. "Critics complained that if the codes were enforced literally, the city could prohibit homeowners from repairing a leaky faucet or changing burned-out light bulbs." [LAT]
