Today the Port of Los Angeles got a little of that tasty fed money, $16 million that will go toward building the $126 million West Basin Railyard. From the LA Times: "Once built, port officials said, the rail yard will alleviate the need for 2,300 truck trips a day to transcontinental rail hubs like those south of downtown Los Angeles that take port cargo across the U.S." So all the drivers say thank you to the port for eventually one day reducing freeway congestion just a little.
