Forces seem to be gathering in the Bay Area to slow or quash development—that's good or bad, depending on who you ask. Some are saying a proposed San Francisco ballot initiative that would place extensive limits on buildings that cast shadows on parks is simply an effort to halt development, and could hinder seven new skyscrapers proposed for downtown (see image), near the high-speed rail SF terminus. The San Francisco Chronicle reports mayor Gavin Newsom is adamantly against the new measure, and the city's planning director says, "What it effectively does ... is pretty much prevent most new high-rises." But the president of the board of supervisors pushing the initiative says his constituents have begged him to "protect our sunlight."
