The LA Times reports that city engineers have no idea why burst water pipes keep eating firetrucks and flooding intersections. The number of pipe bursts isn't unusual, but the severity is: there have been 13 "major blowouts" in September. The Times quotes William Robertson, general manager of the Bureau of Street Surfaces: "The thing that is puzzling is they are so spread out . . . all over the city. You can't link them to anything."
