The number of pipe bursts isn't unusual, but the severity is: there have been 13 "major blowouts" in September. The Times quotes William Robertson, general manager of the Bureau of Street Surfaces: "The thing that is puzzling is they are so spread out . . . all over the city. You can't link them to anything."
