Gene Shook, the owner of the long-struggling Hermosa Beach Pavilion is asking the city to allow him to charge patrons for parking---which could bring in $600,000 annually--to help his company get out for foreclosure, reports the Daily Breeze. "The development has provided two hours of free parking since December 2006, when the City Council required the concession after neighbors complained patrons were clogging residential streets to avoid paying for parking."
