What exactly this means in terms of the legalities of the second phase* isn't clear, but according to LA Times, more fuel for fire for those opposing street level crossings: "Citing safety concerns for students, the board of the Los Angeles Unified School District unanimously decided to oppose the design of the Expo Light Rail Line, which would pass at street level near Overland Avenue and Charnock Road elementary schools."
