This is probably more of a reader rant than a legitimate question, but who are we to judge? Might the lack of public trash cans have something to do with this? "I regularly see those little plastic bags for animal waste strewn around my neighborhood - on the sidewalk, on people's lawns. I just don't get why someone would go to the trouble to buy the bags, pick up the poop, and then discard it on someone's lawn. Does anyone else see this? Do people really do that?
