Hard to regulate, you say? Despite worries that a ban on sign spinners would hurt local businesses and deny locals spinning jobs, last night the Surf City City Council decided "not to allow dancing chickens and spinning sandwich signs on city street corners, saying the advertisements would distract drivers...City staff had recommended against the signs in their report, saying the signs could be a traffic hazard for cars and pedestrians. The signs could also create liability for the city and would be difficult to regulate, the report said."
