West Hollywood is the trendsetter when it comes to dealing with homelessness, according to Joel John Roberts, CEO of PATH (People Assisting the Homeless), and the editor of LA's Homeless Blog. According to Roberts, it's one of the few cities that allocate homeless funds directly from its general fund.
