DOWNEY: Above is Villa Lubec, a very controversial 7,000-square foot, six-bedroom estate that's set to rise in Downey. According to Eric Pierce's blog, blueprints for the mansion were approved by the Design Review Board, but a local resident filed an appeal. The resident lost once, but the City Council will hear the case at its meeting tomorrow night. It appears the thing is already under construction. Previous coverage from The Wave.
