WESTLAKE/MACCARTHUR PARK: There's an answer for that mysterious tree art. Via the site: "The art around the trees was placed there by LA Commons, a non profit community organization. It was placed there as part of a neighborhood event organized by Mama's Hot Tamales, and supported by LAPD, CRA, Council District and other organizations.
