This could be one crazy November ballot: we've got the initiative to ban same-sex marriage, the possible sales-tax hike for transit, and possibly now a property tax hike to fund anti-gang initiatives. The Los Angeles Times' David Zahniser writes that the City Council voted Tuesday to draft ballot language for a measure that would raise property taxes to pay for $30 million of gang prevention, intervention, and job training.
