Los Angeles is not a river town, says the U.S. Army Corps of Engineers. The Corps' decision that many parts of the Los Angeles River are non-navigable means that certain federal water quality rules can no longer be enforced. Don't dump that formaldehyde just yet: The relaxed rules only apply to tributaries of the river like the Arroyo Seco through Lincoln Heights, Highland Park and Pasadena.
