Encino Man Loves His Hose

The Department of Water and Power is expected to vote for a major crackdown on the wasting of water today, reports the Los Angeles Times. The five-member board will likely move ahead with increased aqua rules—and fees if they're broken—like limiting sprinklers to no more than 15 minutes per day, banning residents from washing their cars with a hose unless they have a nozzle, and imposing new restrictions on an existing ban on washing down sidewalks and driveways. Gerald A. Silver, president of the Homeowners of Encino, is incensed at the conservation plans, proclaiming he'll instruct his gardener to continue to hose off his driveway and sidewalk.
