Watch the fumes: China keeps sending over vehicles, garden equipment, watercraft and other products that aren't meeting California's emission rules, reports the Press-Telegram, but consumers believe these products have been state-certified. "During a tour of the ARB's [Air Resources Board] emission-testing facility Thursday in El Monte, inspectors showed off a number of engines that importers had illegally tried to pass off as legit.
