What Mr. Itchy writes: "With the heat so come the fleas. What are the rules for landlords regarding extermination of unwanted bugs and fleas? In New York and Miami, I heard there is a once a month visit from the exterminator man. Is there any law/rule in LA? My basement has become infested with the blood suckin fleas and they are making their way upstairs. My landlord is just above slumlord cheap (meaning he'll keep it legal but nothing more) so I need to know the facts?"
