Last week the Cato Insitute blamed urban planners for that whole housing crisis. Baltimore (and just about everyone else) blames the banks. But not BusinessWeek. No, BusinessWeek finds fault lies with Bill Clinton. BW claims Bill's administration "promoted paper-thin downpayments and pushed for ways to get lenders to give mortgage loans to first-time buyers with shaky financing and incomes."
