He didn't want to, so he designed it so that no one wants to set up shop. Plus he does ZERO work to recruit tenants. It's not part of his business plan. 3) Jean Nouvel Planning Green-Fringed Tower For Century City "The NIMBY's can be bought off... some new twin tower project just recently did it. I'm sure this development can do the same. People will be opposed to it until the developer pays them off... then they'll be ok with it. I say, if the demand is there, build it. If not, don't. The worse CC gets (traffic), the better chance there is of public outcry for a subway extension." [LASam]
