Given the recent talk about environmental impact reports (to speed up transit projects and create jobs, Governor Schwarzenegger is reportedly calling for "environmental process exemptions" for transit development), let's take a closer look at the EIR process. The Downtown News' Anna Scott does a Q and A with Christopher Joseph, founder of environmental planning and research firm Christopher A. Joseph & Associates. Some takaways: Usually an EIR takes a year to 15 months to complete, it can cost anywhere from $100,000-$3 million, and if it's a project on the Westside, it'll be controversial because of traffic concerns, says Joseph.
