The LA Times editorial board weighs in on the controversy over how the city council disseminated information about its new solar plan, a story that broke in their paper last Friday. Writes the Times: "Los Angeles should have an ambitious solar energy plan, and the DWP is right to pursue it, as are the council and the mayor.
