Seventeen residents of a two-story apartment building found themselves displaced Tuesday after some structural settling caused the structure to jolt so violently that they thought there had been an earthquake, authorities said. What caused the jolt - structural damage or moving soil - was not immediately determined. Cops and firefighters evacuated apartment dwellers at 10:30 last night, apparently well past the time when they had traded in their ironic bowler snap-ups for the more traditional evacuee wardrobe of beer-stained wife-beaters. Still no word on what officials plan to do about Saturday's humming/vibrating type sound in Santa Monica.
