Who's Up for a Game of Beverly Hills City Hall Sprinkler Head Whack-a-Mole?

Concerned Curbed LA reader Miles writes in wet and upset: "I'm hoping you might be able to help me to shame Beverly Hills and other municipalities into not watering their public lawns in the middle of the day." He found BH City Hall letting its sprinklage evaporate into the midday heat in June and again in August, noting:

While most southwestern cities actually impose fines for homeowners who water their lawns in mid-day, the City of Beverly Hills apparently believes it can water its lawns whenever the hell it likes. Seriously, what kind of society is this that allows its celebrities' elected representatives' workplace lawns to be given such special treatment?
