Construction Watch: Baxter Mystery

Construction spotted on Allesandro Street near Baxter. Which piques interest if only because 1. Not much multi-unit housing in this pocket of Echo Park (if this is indeed housing) and 2. Baxter! You crazy-steep street, you! But according to this 2003 Times story, the steepest street in Los Angeles is Eldred Street, which has a 33 percent grade. Baxter has a 32 percent grade, while a section of 28th Street in San Pedro has a 33.3 percent angle (sections don't win, however).
