Did you know that on the weekends, it costs $4 per person for non-residents to enter San Marino's Lacy Park? The LA Times' Steve Lopez finds out the hard way, visiting the park with his daughter: "...$8 to enter a city park that's only a couple Frisbee tosses long...I've certainly paid to enter state and national parks, but never a city park. " The outraged Lopez finds out the nonresident fee started in 1990, as a result of a tight city budget. But whether it's legal or not to charge non-residents isn't clear: Lacy Park has received federal funds, according to the state parks department, which would actually make it illegal.
