A city of Los Angeles planner, the most nefarious kind, was caught red handed being a dumb ass. Planner Jack Chiang mistakenly left a voice message for Marcelle Duncan, an opponent of a proposed 78-unit condo project, thinking it was the developer. Chiang assured the "developer" that the project would be approved "no matter what." Despite presentation of the recording at the Planning and Land Use Management Committee meeting yesterday, the appeal by Ms. Duncan was denied and the project will move forward. The staff report and appeal are available for perusal online.
