A commenter on the site recently noted that a resident of downtown's Eastern Columbia building had put up some red curtains which apparently clash with the emerald-colored structure. The horror. Worse, the unappealing curtains are against code, but how much is the fine imposed by the homeowners association? Someone cough up the info, please!
