Laguna Beach, OC's favorite arty enclave, just can't catch a break. In the wake of FEMA's denial of funds to help shore up the Bluebird Canyon hillside, the city is scrounging to raise the required funds to do it themselves. The result is a slowly building public rancor in a city normally characterized by laid back, bohemian demeanors, and low taxes. According to the LAT:
